That is indeed a fact, and my recall is that the exact spectrum to be auctioned in D,E,F Blocks was actually known in 1994 before A&B Block auction bidding commenced.

I have bitten my tongue every time I have heard NextWave, or anyone else, talk about the FCC flooding the market with spectrum following the entrepreneurs C Block.
