taconite has a lower iron content than most traditional ores. I'm not sure how important consistency is to the process. I'm sure it requires less planning. Transportation is always an issue for a cheap commodity so importing from Canada would be a lot cheaper than importing from South America. Some impurities bind with the iron or melt at similar temperatures and are therefore more difficult to separate. Avoiding that kind of ore would be advantageous.

A fundamental problem with the steel industry is the same as the one with the oil industry. America was among the first to exploit the resource and has basicly used up the high grade easy to get stuff. Other countries can produce cheaper because they have the good ore. Eventually it will even out again.
