Did you go here and type in your zipcode to see the speeds other users in your area reporting? I remember them as being poor when I checked for you.

My experience has been that customer service wait times for ANY ISP is horrible. I used to wait forever to talk to Mindspring too.

If Adelphia was affected by the demise of @home, then I'm not surprised that they're having problems. I would ask the service tech that. My Comcast e-mail has been horribly unreliable, so I'm not even using it. I have Outlook configured to treat Yahoo as a POP3 account, and it's working beautifully. With Yahoo Messenger installed on my desktop, I get instantaneous notification of a new e-mail to that account either at home or at work, and I can immediately get the message. It's actually more efficient than a regular POP3 account (like your ISP). Even when Comcast gets its e-mail server problems straightened out, I'll still use Yahoo.

You have a right to be concerned about what happens to speed as they add more customers. If your speeds are bad now, they'll only get worse with time unless changes are made.
