The central force in this wrestling match was the Rothchild bankers and they used their banking leverage to impose Jewish theology on the overall settlement. They forced England, France and America to accept Zionist principle of a Jewish homeland upon the oil-driven ME mandates.
The Rothchilds of France had been converted to Herzl's Zionism during the War and they joined fight by squeezubg the French Foreign Office and demanding a "Jewish colonization agreement" from France. This was a way for the Jews to get the British out of the SYKES PICOT AGREEMENT that gave France and Britain joint administration over Palestine. The Zionists wanted only Britain to be head of the Eretz Israel mandate. England wanted a oil pipeline from Iraq to the Mediterranean and this provided the continuous route. So the Rothchilds imposed the "Jewish colonization" plan as part of the agreement. Theology was beginning to drive the ME policy of the Western powers.
First France fell to this new theology of politics when the French Foreign Office, pressured by the Rothchilds' Zionist spokesman Nahum Sokoloff, issued the Cambon Declarationin June of 1917:
"...to consecrate your efforts in the colonization of the Isralites in Palestine..... it would be a deed of justice and reparation to assist, by the protection of the Allied Powers, in the renaissance of the Jewish nationality in that Land from which the people of Israel were exiled so many centuries ago."

The word "consecrate" in the French declaration gives the impression that French foreign policy in the ME had taken on a decisive theological bent.
In November 17, 1917, England's foreign policy also became decisively more theological when they issued the Balfour Declaration. The Rothchilds were instrumental in extracting this theological declaration from the British government, but this would have been far more difficult if the Christian Zionists in the British government did not agree with the theology of Zionism. Balfour and Lloyd George were both Christian Zionists and were looking for an opportunity to aid Herzl's Jewish theological project.

Do the Jews work in concert to promote a Zionist agenda? Here we have French Jews and British Jews working for the cause of Zionism in their respective governments. And while these Zionist Jews were working in England and France, the Zionist Jew Brandeis was working on Wilson to approve Britain's Balfour Declaration. Brandeis was misusing the trust the American people had given him as head of the Supreme Court to work for the Jewish/Zionist agenda.
Brandeis was successful in persuading Wilson to endorse the Balfour Declaration.
