Huh???

Here is where we are stalled. "Evil" in the context of all that has been said and done on this front is the specific intent to commit heinous and terrible acts against innocent targets. To do so in a way that unleashes or engenders world wide treachery of a similar nature. Terrorists! You cannot be a terrorist and also be inert. You can only be a terrorist and be actively evil. You cannot be evil and be minding your own business. Can you?

I don't think it is in any way Bush's intent to group non-terrorists in this. Do you?

I totally agree with you that we should not be picking a type of people inherently different as a circumstance of birth and labeling them evil, if that is what your point is.
