Why do economists need to express "optimism" about the business cycle? Is one phase of the business cycle inherently "better" than another? One doesn't hear of meterologists (and I mean researchers, not the TV weather guy) being "optimistic" about the approach of Spring.

Since they so openly express their "optimism" that the downturn is near its end, why did they not express "pessimism" when the downturn was near its beginning? Can they see the end of downturns better than they can see the beginning of downturns? Or do they just anxiously anticipate the end of downturns more?
