Yes, the acts have both elements, but we should talk about it in terms of the latter and not the former because protection of the populace is the business of a government and morality is the business of religion. Peter vs. Caesar. That's the distinction I'm making. Peter should talk about evil and Caesar should talk about defense. It's not a question of my religiosity or lack of same. It's a question of the role of government vs. the role of religion.
