I'm not going after links, but at the same time(no dispute), some 80, maybe more % of drivers who are drunk regularly day, week, & year in and out, never cause an accident in their whole lives. The other 20% account for all those accident deaths you mentioned.
Should we really keep on punishing this large group of ultimately harmless people? Instead, I think we should be firmer with anyone who causes harm, only, while significantly reducing the punishments of those who would blow over the limit. It's more humane. Such added negative incentive though, would be enough to significantly reduce the harm the 20% does, from what it is today, I do believe.
Heck, I don't care if George Bush was a drunk once!
