1) There is no indication in the article you linked that MIR has anything to do with financing this project.

2) Considering MIR's current tight reigns on their cash, it does not seem likely that they would invest large sums, or any sums, in such a huge project.

3) If Chinese hydro projects are good investments and if limiting capital expenditures/investments was not currently necessary, it would make perfect sense for MIR to invest. After all, they already own 1056 MW of generating capacity in China (60 more under construction) and over 2000 MW more elsewhere in Asia.

4) What is it, exactly, that you find "slimy"?
