That's the critical issue. TI tried and failed for years to develop a cdma chipset for Nokia. That was before the patent swap, but access to the patents doesn't guarantee they'll be success now, witness Motorola and other licensees who have been unable to make competitive cdma products. There's apparently some secret ingredient necessary to make these chips that isn't made clear in the patents.
