In Desert Storm, GHWB had authority and a mandate only to kick Saddam out of Kuwait, not to rid Iraq of Saddam.

Even that barely passed in the Senate, with Al Gore selling his vote in favor for national t.v. air time.

The U.N. resolution was the same.

The elder Bush had no authority to do more, the mission was accomplished in full, and it was only afterwards that people started saying, "shoulda, coulda, woulda."

In fact, it would have taken an urban street-to-street fight with untold ground casualties to do the job.
