PGO announced the Atlantis deal before they actually had a deal. By having a deal, I mean one that is definitive and in writing.
It was only a couple months ago that they professed to finalizing the terms.
Also, remember that the buyer is Chinese. To them, "yes" means "maybe" and "maybe" means "not now". So, things are going accordingly.
