I even highlighted the open box under advanced..

I'm out of ideas for now.
Let's see if someone else jumps in to assist.

Just to recap:(please correct if wrong)

- Using IE
- When clicking on a CSV file to download.
a) System prompts to "Save file"
b) You want it to Open Excel automatically without saving file.
- the CSV file association is set for Excel
