As to the second I'd say that anyone who didn't live where they are banned and didn't have a criminal record or mental illness has access to a handgun. Ie. my neighbor. He doesn't have a gun but if he applies for a Firearm Owners Identification Card and passes the check, then plunks down some coin at the gun dealers and passes the second check and waits a week he can own one.
