Yes, there is a form that would work. Degrees or not, in fact many things are essentially totally un-regulated, and nothing prevents other regulated things from becoming essentially de-regulated. REAL de-regulation would be the form that would work, as you allow may be possible. This is the form based in free market economics, something California didn't try. Your mess, therefore, may not be said to be caused by free market economics. Dan B
