My experience with people that legally pack is that their only interest is in saving their life, not getting a better parking place. Law enforcement in states that have concealed carry laws that allow qualified citizens permits on a "shall issue" (not arbitrary) basis do not report a problem. These citizens have been tested on safety, are range tested for ability and have no criminal record.
