The point is that availability of a sure-fire, deadly method increases the chance of a successful suicide. Many people suffer from temporary disorders and situations that make suicide seem like the thing to do. Having a convenient method with near 100% effectiveness leaves no room for a second chance or change of mind. By the time someone plans a more elaborate suicide, they may have second thoughts or have emerged from whatever influences have made them so desperate.
