A single person with a gun can kill many more before being stopped than a person with say, a knife. Hence, guns have increased lethalness.

Once criminals start committing crimes using pools as a weapon, I'll consent to filling it in.

Btw: if you want to join in on a campaign to make pools safer, I'm all for it.
