Because corporate management is a lagging indicator. Typically at the end of recessions you will still layoffs go on for several months until they finally wake up. Likewise after the bubble burst many corporations refused to believe it and adapt for quite a while. I'll just point out again the irony: at the top of the bubble the bears couldn't trash the CEOs enough because of their ultra-rosy biz predictions, now at the bottom the bears want to embrace the CEOs because they are the only ones anyone can still find who are stuck in the recession rut.
