Well, Ann, since the "new speed limit" is about 15 mph over posted, we would all be off the road using your rules. unfortunately speeding tickets are only given out when the roads are virtually empty (they can paint them on radar then) and very safe and speeding is not the culprit so much as it is during rush and business times when it is very dangerous. Unfortunately, no one gets ticketed then.
