f is frequency. Qf is modelhertz.

Take your favorite spread sheet and enter the frequency (or quantispeed) and performance numbers of, e.g., the Q3NV15 benchmark. Make an x-y plot of the data and add a logarithmic fit (regression analysis) for both AthlonXP and Northwood. The fit for NW is near-perfect in this region (but the log function underestimates the "leveling off" and doesn't have the horizontal asymptotic behavior that this benchmark would exhibit if fast enough CPUs were used - or slower graphics). The fit for AthlonXP is not quite as good (but still decent), especially if you include the almost certainly inaccurate 2100+ score (with the updated BIOS).
