That is like asking "Why Voice-Only"?

It is a different market segment! The flat rate providers like Meto/Leap/Northcoast are targeting the wireline replacement market! Leap has been in the "wireline replacement market" for Three years! However, they have only accomplished a wireline replacement penetration of around 7%! However, over 60% of their users use their Cricket phone as their "primary phone".

So in other words, 60% of their users use their wireless phone as their primary phone, but still maintain a wireline account? Why? The answer is access to dial-up data services! A very large percent of the population still access internet traffic via a ISP and wireline service.... Not Broadband! The reason why Cricket users have not disconnected their wireline service is because they require it for dial-up data services. The lack of MDR data services is what killed Vesper in Brasil!

These users are accustomed to "dial-up" speeds, and connect/disconnect problems associated with wireline service.

So they do not require Broadband, and are probably not willing to pay for such a service. The Broadband crowd is very picky. When their speed drops below 300kbs. They are on the phone to tech support! Which is not conducive to a "low cost providers" cost of service margins. So it appears that offering 1XEV-DO moderated to MDR (60-80kbs) average throughput will provide "above accustomed service levels" to the wireline replacement market, thus allow the network to support more users, using smaller amounts of available bandwidth! Hence, 1XEV-DO moderated to MDR!

The above metrics on the inability of LWIN to penetrate the "wireline replacement market " beyond 7% without data services is the same reason AWE will fail at deep penetration levels in this market. And AWE is 2 Network evolutions ( and Billions of dollars away) from being able to provide a competitive voice and MDR data soulution in order to be successful in the Wireline Replacement Market. IMO
