I think the Cisco thing was a catalysts. Compared to other high tech issues. the storage stocks were - and are - still richly valued.

There was also an article (several, in fact) claiming new disruptive technology in storage that may replace current ones.

PS: To give you an analogous case re. traders mentality: everytime there was a report of MSFT going into CRM software space, SEBL took a beating regardless there was a product or not from Softie.
