Now if you are just talking about from user perspective, then the carrier can control a user's overall speed by different allocation control policies then it is a different story.

Yes! And if you operate on a different allocation control process, then you should be able to service more users per base station sector.

If you start looking at operating in a "dynamic network environment" where FDD Voice Users can be reassigned onto other available FDD carriers, so that carrier clearing can take place in order to apportion more carriers to the EV-DO applications based on overall network voice/data usage ratios. I think that moderating the subscribers "expected user experience" to the MDR range for the flat rate providers makes allot of common sense!
