I think you misunderstand how HDR and MDR is controlled. It is done by a high level priority policy, rather than slowing down the physical layer delivering.

I don't think I even hinted that the physical delivery of data would be slowed down. Just the opposite! Like in the case of Soma.. You will use the Subscriber Equipment to "store and forward" data at the lower rate. If you slow down the apparent delivery of the data to 80Kbs average, you are also going to slow down the request for additional data based on the results of the incoming data that is being moderated!

For a "Flat Rate Data Provider", you want to be able to support as many MDR users as possible without needing additional EV-DO carriers! If your users are promised 300kbs average. Then you would have to deploy additional EV-DO carriers sooner than a operator only promising 60-80kbs to the same number of users. This is important in markets where a carrier may only have 10Mhz of spectrum to deploy both voice and data services.
