That is like saying that it costs a Flat Rate voice provider are the same if there is 1 user. or 1000 users on the system.. Simply incorrect!

You seem to indicate that building a EV-DO cell site out for maximum throughput is a one time expense. Lot's of other expenses to consider for a EV-DO service provider.
How many T1's for back haul would it take to provide maximum peak EV-DO rates over a 3 sector cell with 1 EV-DO carriers? With 3? With 5?
How much would they all cost per month per cell?

Would you really build out the maximium backhaul capacity and pay the monthly backhaul leases until demand proves itself?

Don't you think some service providers may actually skimp on the backhaul capacity until demand proves itself on a cell by cell basis?

I disagree, carriers will want to minimize operating expenses related to these data offerings and increase these Operating Expenses as users are added to the system.

Would slowing the network down by not providing the absloute maximum available backhaul bandwidth that could be transported onto the air interface make the service more expensive? NO! It would make it cheaper!
Would moderating the user experience at the subscriber unit increase the service providers costs? No!
