My dogs would adamantly disagree with your proposition that animals don't have conscience, emotions, or intelligence.

"Animal instinct" is important, with respect to both people and animals. Instinct can be suppressed at times and can't at others, imo.

Btw, animals often are held responsible for their actions, but that's another discussion.
