So most likely scenario is that the HWP/CPQ merged company will offer an INTC high end with some PA-RISC models as well.

I agree. So who will use Hammer? I don't see HWP/CPQ using it and I don't see IBM adding a forth architecture to Power, Itanium and Xeon. Dell is all Intel. Unisys is heavily into Intel too. My bet is Sun, if anybody.
