Here's a recipe you might try though:

1 aggressive lawyer
1 bankrupt company
10,000 smooth round stones
75 million dollars
8 miles of red tape
6 years

Take the bankrupt company and add the aggressive lawyer.

While that is simmering, start adding the money and keep
adding during the full preparation time.

After the first 10 million dollars you should be seeing
beaurocracy begin developing. Start adding the red tape.

Let stand for 6 years occasionally adding more red tape and
money when it rises too much.

Bake at 350 degrees.

Serves 60,000.
