Vice President Cheney said today he would be willing to return to the Middle East as early as next week to meet PLO Chairman Yasser Arafat if the Palestinian leader satisfies several conditions for calming the current turmoil, including declaring publicly that violence must end and ordering his security forces to enforce a cease-fire.

"I cannot emphasize enough how important it will be this week for Chairman Arafat to take the steps to get the cease-fire started and to start implementation of the Tenet work plan, namely to speak to his people, personally, about the importance of ending violence and terrorism, to issue clear instructions to his security services of enforce the cease-fire and to follow up closely these efforts to ensure implementation of the Tenet work plan," Cheney said at a joint press conference with the Israeli prime minister.

On the Palestinian side, the Tenet plan calls for Arafat's security forces to enforce order and collect weapons from militants. Israel at the same time is required to pull back military forces to positions when the Palestinian uprising first erupted 18 months ago.
