If gross margins exceed expenses, then a firm would not be non profit. One way to bring up expenses is to increase payroll through either more head count or more pay per capita. The becomes a "nasty" game in areas like the medical profession. Hospitals or as they prefer to call themselves Health Centers, pay huge salaries with a lot of perks to management, directors, etc. to keep from showing a profit.
