Whenever I read self-congratulation about nation building in Germany and Japan in 1945 it sends me into a ring-ding ding-dong tizzy. Germany and Japan already had a strong, decades long democratic tradition. They had high literacy rates. Strong civil institutions. A tradition of peaceful self rule for centuries.

All we had to do is scrape off the effluvia, and let the sunshine in. Let the good guys out of the dungeon, call them home from exile, and put the bad guys into the dungeon. The good guys were ready to roll, they just needed support.

Anybody who says we can do the same anywhere without that cultural infrastructure already in place is fooling themselves, and I hope that's all they are fooling.

I could point to any number of nations in Africa as cases in point.
