I'm not sure what you mean about ADOBE PDF re:"vector clip art safe from reversing them out". PDF files are generated with software called Distiller, which can be published to with Photoshop; if there are not pdf file converters you would take a screen shot and convert that to whatever file type you want.

The only protection you have against piracy is that your Web clip art will be small and low res, 72 DPI. I am not aware of a way to enhance DPI or color depth from this sort of original. If it were line art it might be possible to do something... just redraw it in high res, but I've never heard of this technique - let me know if you find out that it exists... we work with well-known photographers and institutions who have exactly that phobia. There are clip art and photo agencies on the web with sample products - I can't think of how anyone would use this except for making dummies
