Does anyone know anything about the SEMI book-to-bill ratio?

Apparently the .87 reflects .87 in bookings for 1.0 in shipments? So we are still negative but improving... my question is how long is the order cycle here, the book to bill has been under 1 for months, are these shipments reflecting orders from over a year ago? (not sure if this is even a relevant question... sorry!)

The preliminary data showed a book-to-bill ratio - measuring orders received against product shipments made - of 0.87 last month, up from January's final ratio of 0.81. During February of last year, the ratio was 0.71.
