I think a case could be made for restricting the death penalty to the murder of police officials. That would limit the costs dramatically and likely have real deterrent effect.

I think the biggest deterrent benefit is deterrence of murder in the course of committing another crime. If a criminal would get ten years in jail for his crime if caught and convicted, and 20 years in jail if he kills a witness he might decide that killing the witness is worth the risk but execution might change the equation.
