Famous old saying among hardware engineers that really pissed off software engineers for decades: "Software is Easy". Check out the OS compatibility matrix for a Compaq server. For the magnitude of this testing alone, you don't start a new platform server without top managenment approval. Click on OS Support Matrix at the site below (left side) to get the pdf below that.

What are you saying, that if Compaq goes with Hammer, it will be a decision of a rougue engineer, behind the back of top management?

Can you explain why it was ok for Compaq to do servers based on all the varieties of Xeon (Katmai, Coppermine, Cascades, Tualatin, Foster, Prestonia) plus some vanilla Pendium versions of all these generations, but it would not be ok to do a single AMD line?
