Yes, recently msft has flatlined and I expect that it will remain this way for quite some time, but in all fairness, msft was one of the best performers if you go back to it's ipo. The earlier days of msft were it's higher growth days. That's over and so the stock won't perform like it did in the past.

You won't find many software companies that have performed as well as msft if they were around when msft ipo'd. In fact, I can't think of any to even compare msft to.

Going forward, we may see most of the techs in a trading range similar to msft. Those with the higher growth will have a chance to grow their stock price. The rest probably are fairly valued and without growth and without a bubble, how are they going to rise?
