Question: how can one claim a general government surplus

(as most here remember, the Govt. has been bragging about surpluses for years - until just recently)

when total federal debt increased to another record high? Answer: by siphoning-off and consuming trust fund surpluses which don't belong to the general government, just as if an attorney siphoned-off money from his elder client's retirement savings and used it for his own personal consumption and credit cards while claiming he is running a surplus and saving her retirement account.
