Come to think of it, you're comparing apples with oranges.

On June 29, 1972, the Supreme Court voided death penalty statutes in 40 states because of their reliance on unguidelined jury sentencing power. Arkansas and Arizona rewrote their statutes and reenacted them months later (in the next calendar year). So you see, there was a 9 month moratorium on the DP in Ark and a 13 month moratorium in Ariz. The 28% and 23% increases could be attributed more to the lifting of the DP than to the re-imposition of it months later.

OTOH, murders dropped 23% when NY imposed the DP after 30 years without it. That is by far the largest drop in murders in any year over that period.
