Graham - Interesting thought, I had forgotten about all the NG sabre rattling by Canada when the latest softwood flareup started.

I believe that tough talk was also pre 9/11, so I think it even more questionable now whether Canada would ever do such a thing, but you never know. Just the perception of it could drive markets without the act.

If I were Chretien, I'd be more worried about driving Alberta into the arms of the US than I would about collecting an export tax on NG. But I'm not your Prime Minister.
