AMR is just a variable rate vocoder

But how does AMR improve GSM's voice capacity? There are 8 time slots, 1 for each of 8 mobiles. No matter how efficiently the voice is 'compressed', 1 mobile still requires 1 slot.

Is the GSM change from EFR to AMR accompanied by an increase in the number of time slots? If yes, how can EFR and AMR mobiles use the same 200 kHz bandwidth?
