That chart is nonsense. ( it says what it says while saying nothing at all)

Short Open interest and to a lesser extent put buying ( real bets on market sentiment) counter balance that ridiculous attempt to paint a bullish picture. ( wheres the proof behind the numbers)

The VIX isn't a timing tool and it does not guide a thinking mind to any worth while conclusions, about anything specificaly.
