Yes. In terms of political administration, it was divided between the vileyats of Damascus and Beirut, and the Independent Sanjak of Jerusalem. There was no political entity called "Palestine" under the Ottomans, nor had there been one under Arab rule before that (if you don't count the Crusader Kingdom).

Palestine was drawn by the British Foreign Office in 1917, encompassing todays Israel, the territories, the Golan Heights, and Jordan. Along the way, the British gave the Golan to Syria and land East of the Jordan to Emir Abdullah as a consolation prize for losing Mecca. The land West of the Jordan remained the Mandate of Palestine.
