No, it is quite a bit more profound than merely a response to the "squeeze of 2000". It's an effort to weaken the grip of OPEC on the world's swing production. Ever since the first energy "Crisis" of 1973, a crisis created in response to Israeli aggression against Arab states, the U.S. has been trying with quite a bit of success to curtail the cartel power of OPEC. This will be a constant theme of U.S. foreign policy for the foreseeable future.
