I will try to find out what allows AMD so many (two) extra layers (over Intels .09 process) for use in real design and if there are any trade-offs.

There is nothing prohibiting Intel from using more metal layers. The decision on AMD's part clearly demonstrates their belief that the only way they will be able to compete in the future is on die size. The high risk of continuing yield problems by combining SOI and 9 metal layers is just another hail Mary pass on Jerry's part. Desperate times call for desperate measures. It's worked in the past but one day their luck will run out.
