If I was asked to make a JUDGEMENT, I'd say that I rely on my Lord to make those, since I'm not qualified.

If we were DISCUSSING the situation, I'd say there isn't enough info to answer the question. Just because he made a decision we think is incorrect on the giving of a gratuity doesn't mean that the rest of his life is filled with incorrect decisions.

Now--if he decided to say no when the Lord said yes, or if he knew he was doing something against the Lord's will, I'd think he should talk to the Lord about it and (I'd) ask His forgiveness.

If it's something that happened recently, we may or may not ever know. And I at least would feel that it's between him and his Lord.

Sooo .. "could you assume that he was faithful over the more important things in God's kingdom.. ????

That one action of his wouldn't be enough for me to assume either way.
