I think the issue that constantly arises here begins simply with belief in a deity (and which pits believers against atheists).

That's the way it plays out, the way the sides line up, but I don't think that's what it's really about. I mentioned that here:

The religious not only believe in a Creator but in a specific creation myth, specific scriptures and the myths around how those scriptures come to be in our possession, various symbols and relics, etc. It's called a religion. From the fact that throughout history all peoples seem to have had these sets of folklore surrounding this Creator and that they all differ suggests that the particulars of the religion are made up by people in the process of fulfilling their need for explanation.

Your atheists and agnostics are of that school. Your believers subscribe to their particular systems of folklore. The agnostics, when they poke at the believers, are poking at the dogged belief in the folklore. My sense is that the atheists are doing the same thing, primarily at least. No one knows if an intelligent entity created the world or not. Many people are quite confident in saying that some specific entity, say the one in whose image and likeness we are supposedly created, is a bunch of folklore and have reservations about people insisting that that folklore is "sacred." They don't necessarily rule out the theoretical possibility that there is some unknown Creator.
