But that doesn't make the issue go away. That makes the follow-up question into this:

Exactly why was the FBI and Bush admin. incapable of performing the normal criminal investigation of the 3k murders by 15 Saudis, including, supposedly, bin Laden? The bin Laden family was not even questioned, apparently.
This gives support to the idea that bin Laden and the Saudis were still partners with Bush, as they admittedly have been in the past.

Was there protection? If so, by whom?
Or was it incompetence, or what?

There is nothing more obvious than an immediate investigation, but the administration had other ideas.

To forstall any such investigation, immediately the administration and Congress declared that no investigation of failures by CIA and the other 11 intel agencies should be made.

"Yes, a couple of flights arranged by the Saudi government did collect a number of Osama bin Laden's America-based relatives and whisk them to Saudi Arabia in the aftermath of the September 11 terrorist attacks, but this didn't take place during the FAA-imposed ban on air travel in the US. "
