Yes, they have been used to raise revenue and to protect infant industries against superior quality foreign competitors, for example. It is true enough that in the latter instance, prices would not necessarily be affected. For the most part, tariffs are used to protect against competition, and generally are used to the disadvantage of consumers. I am afraid I have never seen any argument that denied that......
