To say that discussion of hiding of secret agreements and payoffs somehow "underscores sound policy" is nuts.

The merits have been debated and are flawed, as well.
If the plan were meritorious, there would be less concern with how it came about.

As an example, it is disingenuous to kill efficiency programs, and claim another technology like fuel cells are an answer, but then say 10 years from now, in a typical Beltway Delay.

The "Plan" is basicaly this: "Pay off our friends and screw the public, as fast as possible, while we're still in office"
